Does this explain why only one of the Istari stayed to his mission?

Sending more than one Istari could also show that the Valar actively make sure that their own intersts are protected and don't necessarily trust the other Valar to look after them.

I don't know, I didn't get that impression. I think the fact that they sent more than one means they believed there is strength in numbers. Plus, they all had very different personalities and strengths and sending more than one meant they would complement each other, since they would be subject to cares and weariness in different ways.
