  1. I think he’s crying because he almost made a “bond” with the people of Rohan. He was not unwanted there. No one was telling him to leave. He was in charge. Also, Saruman promised Wormtongue Eowyn after he put Theoden under a spell. Wormtongue loved Eowyn and Saruman was not going to give her to him anymore now because he failed. So, this kinda means that Eowyn will die and he cannot cope with the thought of that. He had been working towards his goal of Eowyn and Ultimate power and then, everything changed. Gandalf came and took Theoden out of his spell, Wormtounge was banished from Rohan and he had to go to Isengard and face his failure. And he sees the army and knows that Eowyn will not survive and all hope is lost.
